Italian tender guide: Codice dei Contratti + ANAC + AVCPass

Italy's Codice dei Contratti Pubblici (Legislative Decree 50/2016), ANAC oversight, and cross-border firm's AVCPass process.

Italy's Codice dei Contratti Pubblici fully implements the EU directives. But Italy layers its own procedures: ANAC (national anti-corruption authority) tightly supervises, AVCPass registration is mandatory, and antimafia certificates apply to every contract. Heavier paperwork than most EU peers.
