What the service is

BidIndex is a web application operated by Core Engineering Kft. (Budapest, Magyarország, coreeng.eu). What it does: ingest records from public procurement portals (TED and national platforms), verified private-sector feeds, and the trade press; make them filterable; and deliver them as notifications.

Source data belongs to its original owners. We provide the ingestion, search, translation, and notification layers.

Account and subscription

Registration is free; access to records requires a subscription. There is no free tier — without a subscription only the homepage showcase and aggregate statistics are visible.

Subscriptions are charged in advance at the published price (monthly or annually) and renew automatically until cancelled. The current price is always shown on the pricing page.

Cancellation: you can cancel at any time from your account page. Cancellation takes effect at the end of the paid period; that period is not refunded.

Right of withdrawal: if you subscribed as a consumer, you keep the 14-day withdrawal right for digital services that have not been fully used (EU Directive 2011/83). Starting to use the service ends that right for the remainder.

You are responsible for the security of your account. On suspicious access, change your password immediately and tell us.

You may delete your account at any time; all data except invoicing records is removed within 30 days.

Acceptable use

Do not abuse the API: stay within 60 requests per minute and do not bulk-scrape.

Do not share your access with third parties; an account is for one user. Contact us for team access.

Do not use the service unlawfully or in a way that degrades it for others.

Accuracy of content

Tender records are ingested automatically from public sources and may be machine-translated. Errors or delays at the source propagate to us.

Always verify the original notice (TED or the relevant national platform) before bidding. Your decision must rest on the original notice.

AI summaries and matches are assistive; they can be wrong and do not replace legal assessment.

BidIndex is not legal advice. Consult your lawyer or procurement advisor on regulatory matters.

Limitation of liability

Core Engineering Kft. does not warrant that the service will be uninterrupted or error-free, and is not responsible for the availability of upstream sources.

To the maximum extent permitted by law we exclude liability for missed tenders, lost profit, and indirect damages. For direct damages, liability is capped at the subscription fees you paid in the 12 months before the claim arose.

This does not limit liability for intent or gross negligence, nor your statutory consumer rights.

Intellectual property

The BidIndex name, interface, and software belong to Core Engineering Kft.

Tender data belongs to its sources: TED and the EU Open Data portal are openly licensed, national sources under their own licences, GDELT content is credited under CC BY 4.0.

You may not reverse engineer, clone, or bulk-republish the dataset.

Suspension and termination

We may suspend accounts that breach these terms after warning; for severe breaches, without warning. Remaining subscription time on a suspended account is not refunded.

If we discontinue the service we will give 30 days' notice by email, provide a data export, and refund any prepaid unused period.

Changes to these terms

We may update these terms. For material changes to your disadvantage we give at least 30 days' notice by email; if you do not accept them you may cancel free of charge before they take effect.

Governing law

These terms are governed by Hungarian law; the courts of Budapest, Magyarország have jurisdiction.

If you subscribed as a consumer, the mandatory consumer protection rules of your own country and your right to bring proceedings there remain unaffected. EU online dispute resolution: ec.europa.eu/consumers/odr
